The Club House, Queens Park Savannah
Port of Spain, Trinidad.

Carnival 1999 began with unusual quiet, but with expectations of a noisy finish, when it was Officially launched on Sunday 3rd January at a 10:00am with a speech made by the Chairman of the National Carnival Commission, Mr Carlos John. At a morning buffet held at the Club House, Queens Park Savannah, Port of Spain, an expected speaker and Government functionary could not attend due to a serious family illness and was instead represented by the Minister of Public Administration, Mr Mark Wade⁽¹⁾ who spoke en lue, to help launch the 99 Carnival season; various press personnel were in attendance.
