21 Steelbands may appear at the Semi Finals for the Panorama 1999 Conventional steelband Panorama competition due to a 20th position tie, instead of the expected 20, in a similar rerun to last years extra steelband in the Panorama Finals where Hatters and Hydro Skiffle Bunch were left on tender hooks awaiting the Tobago result. There was no Semi Final that year.
Melodians and Casablanca Players Symphony who will be in particular anxiety, are the new band formed from the recent merger of that ever famous Casablanca with the other Belmont band up the road Players Symphony, and would dearly love to be able to show face at the Finals on their first resurgence.
Tobago Buccooneers and Our Boys, among others, would be ready to upset the coconut cart having moderate success but showing very good form in the finals of the Orchestra category of the Pan is Beautiful IX competitions in November last year. Exodus, Skiffle Bunch, Invaders, Laventille Sound Specialists and Pan Knights show how attendance at this festival can consolidate their chances for a crack at the Panorama Finals.
Any Tobago band that makes more than 413 points will oust the tie and reduce the Semi Finals to 20 steelbands.

Note: New information indicates that Nu Tones, last years winners, automatically qualify for the Finals. They will therefore not enter the Semi Finals; this then leaves 20 places for other bands. Thus; a Tobago loss makes 20 in finals; a Tobago draw makes 21; a Tobago better than 413 makes 21; etc.
